Kennedy in 1963 and quickly became a controversial issue.The Civil Rights Act would guarantee African Americans with freedom to vote, to go to places of public accommodation, and with equal opportunity in employment. Although the Congress did not approve of Kennedys initiative, a stronger indication of the bill was eventually approved with the constant urging of Kennedys successor, LBJ.
